TOWN OF HANSON
COMMUNITY PRESERVATION COMMITTEE
Meeting Minutes – March 20, 2013


OPEN FORUM (began at 7:05pm)
Review of CPA/CPC was given by Laura FitzGerald-Kemmett and committee:
  • What is CPA?
  • State Match Money
  • Exemptions to Surcharge in Hanson
  • What are the low and moderate income guidelines for Hanson?
  • What is CPC Hanson?  Overview of Town Website and CPC Website presented by LFK.

CPC MEETING:  (began at 8:07pm)
Members Present:
Laura FitzGerald-Kemmett, Patty Norton, Bob Sears, Bill Strait, Bill Clay, Joe Gamache, Allan Clemens, John Kemmett and Bob Overholtzer
Approval of Previous Meeting Minutes:
Approval granted for January 2013 Minutes with edit to Plymouth County Hospital as noted and February 2014 minutes were approved as is.
John Kemmett (1st) Bill Strait (2nd) 9-0-0 approved.

Chair Report:
Financial:  
Review of Email and financial figures sent by Todd Hassett was discussed; awaiting more information from Todd on CPC balances.
Town Meeting Warrants:
  • WHRHS – Outdoor Fitness/Sports/Recreational Center
  • Administration Budget
  • Plymouth County Hospital

New Business:
Plymouth County Hospital (Land/Housing)
Al Hanscom, Laurie Muncie (Town Planner/Conservation Agent) and Mr. Sutter will be attending the April  meeting for a more comprehensive discussion regarding Plymouth County Hospital.
WHRHS – Outdoor Fitness/Sports/Recreational Center (Open Space/General)
Laura working with Bob Rodgers with a list of outstanding questions:  how much cash has been raised for this project so far; a breakdown of $50k and what would be completed with these funds; question on whether the town of Whitman was approached for funding and request a phase outline of the project; more discussions to take place at the next meeting.  Bob is also preparing to speak at the Town Meeting and Laura will be contacting him directly.
Town of Hanson – May 2013 Annual Meeting
Appeal CPC surcharge from 1.5% to .5% - Committee discussed the appeal that was being submitted for discussion at the May 2013 Town Annual Meeting.  Understanding from the public about how the surcharge is calculated and the fact it amounts to roughly $8 quarterly per tax payer will be discussed at this meeting.
Committee will review its agenda items for this meeting at April’s CPC Town Hall.

Old Business:
Thomas Mill Signs
A motion was made by John Kemmett (1st) and Bob Sears (2nd) to pay $50 from the CPC administration fund for stamps, envelopes and fees associated with the sending of notices for appeal on the Thomas Mill Sign; approved 9-0-0; Patty to work with Town of Hanson on this initiative.
Camp Kiwanee Firehouse Project (Historical Society/Open Space)
A motion was made by John Kemmett (1st) and Allan Clemens (2nd) to remove the placeholder put in place to keep the Camp Kiwanee Firehouse and  survey of the Town Forrest projects from the May 2013 Town Warrant as feedback and paperwork was not received by the extended 3/15/13 deadline.  9-0-0 approved.  Bill Strait spoke about CPC requirements at the recreation meeting.  Laura will follow up with the applicants to let them know.
CPC received a bill from Al Hanscom for $350 which the committee believes was sent inadvertently.  Laura will check with Merry.
Discussion was brought up by Bill Clay on reviewing the application process and possibly streamlining it for the future.
Bonney House Project
Allan Clemons spoke with the contractor, Mr. Freiburg and unfortunately, due to inclement weather, he cannot begin the work until April – date TBD.  Allan also mentioned that the South Shore Vocational Technical School for the purposes of doing work on the Bonney House.  Once SSVT has submitted an estimate, Allan anticipates submitting an application to CPC.
